Job Description

The Pensions Ombudsman has an exciting opportunity for a Head of Digital, Data & Technology to join our team based in Canary Wharf, where we currently operate an agile working policy that requires staff to visit our London office a minimum of two days a fortnight. You will be working full or part-time on a permanent contract and will receive a competitive salary of £56,554 per annum which includes a number of pension options including the Civil Service Pension Scheme which has defined benefits.

Who are we?

It is an exciting time for TPO, with additional funding enabling a significant expansion of our staff numbers from around 150 and adopting new technical ways of working to manage an increased demand for our service.

As a totally independent body, not part of the pensions industry or government, we investigate and make decisions when someone has been unable to resolve a complaint about how their pension has been managed. Our service is free, but we have legal powers to make decisions that are final, binding, and enforceable in court.

Our work can be challenging and high-profile, delivering a fair outcome for the individual and highlighting where the pensions industry can improve. Focusing on the facts, we must be balanced, fair and totally independent.

About the role:

The Head of Digital, Data and Technology (DDaT) will report to the DCOO (Corporate Services) and will ensure the day-to-day delivery of an efficient and effective technology service to TPO and services across the business, as well as having oversight of facilities management and health and safety. The role requires significant expertise and hands on experience in a variety of IT settings. It will also set and shape our newly formed DDaT function, developing a high performing team and culture, and support the organisation in leveraging our data, digital and technology capability as a strategic asset. As a small organisation this will be both a role that leads strategically and is hands-on role to ensures an outcome-based approach to delivery. The role will include remediating legacy IT, ensuring cyber security and operational resilience, enabling innovation and continuous improvement and ensuring that TPO’s commercial relationships enable us to take full advantage of the products and services available in the market. You will manage a team including a Project Analyst and Office Manager, with additional project resource provided by the HR and Projects Officer. Further project resources may be part of the team as and when necessary, depending on the project workload and project and resource budgets for the year.

Key duties

Your key responsibilities will include:

  • Providing a customer focused, efficient and effective DDaT service to TPO and services across the business, taking responsibility for the delivery of a modern, and flexible technology infrastructure.
  • Specific responsibility for the security of TPO’s ICT systems and business continuity, including acting as TPO’s Security Information Officer.
  • Oversight of TPO’s overall security and business continuity, including facilities management, health and safety and contractor relationships.
  • Leading the DDaT team in the delivery of service and ensuring that any outsourced contracts are delivered effectively and provide value for money.
  • Working with the wider team to identify solutions to day to day IT issues and ensure first time fixes wherever possible.
  • Managing remediation – identifying solutions and fixing legacy challenges to bring TPO’s technology assets up to date in terms of governance, access, security and efficiency.
  • Managing all technology contracts to ensure the renewal, renegotiation or re-let of these contracts in a timely way and actively planning the use of service hours available to TPO.
  • Shaping TPO’s digital, data and technology services for the future – responsible for developing TPO’s digital, data and technology strategies in order to deliver our corporate strategy; responsible for the delivery of services in support of this strategy.
  • Leading TPO’s digital and data transformation – our strategy puts the customer at the heart of what we do; to deliver this we need a step change in our digital and data capability; our ambition is that high quality data drives our decisions and builds greater internal cohesion.
  • Being a leader of change – contribute to the cohesive leadership within Corporate Services and provide role model leadership.
  • Role modelling and personal responsibility – embracing diversity and inclusion through actions that build trust, earn respect, and cement buy-in from those you lead.
  • Working flexibly across Corporate Services as necessary and any other duties that may reasonably be required.
